The CCP has long planned strategically for AI and quantum technology. From the « Made in China 2025 » campaign in 2015, the « 13th 5 Year Plan, » to the « 14th 5 Year Plan,” China’s competition with the US in achieving quantum supremacy is getting intense and is a national security threat.
